Governors Complain About Incomplete Projects In Provinces

A number of Afghan Governors on Wednesday said that most of the development projects are incomplete or have been handed over to second or third party contractors in the provinces.

At the second day of Governors' National Conference, the Governors warned that such actions badly affect the quality of the projects and in the end people lose their faith on the government.

The Governors' National Conference has been convened to bring together all Governors, Ministers and relevant institutions, to analyze and seek joint solutions to challenges in the areas of governance, development, security, transition and peace.

Good governance, the modalities of economic development in the provinces, education and judiciary were the basic elements of discussion on the second day of Governors' Conference in Kabul.

The Senior Advisor to President Karzai, Hedayat Amin Arsala said that the government is currently working on six national priorities, including good governance, fighting corruption and human rights.

"A strong political will and your (Governor's) cooperation are necessary in order to improve a department and gain faith of the citizens," Hedayat Amin Arsala said at the Conference.

But, the provinces are facing lots of challenges since majority of the contractors leave the projects incomplete and run away.

"The problem is that projects are given to second or third party contractors. This badly affects the quality of the projects and delays its completion," Paktya Governor Mohibullah Samim told TOLOnews.

"The construction projects are signed in Kabul, in most cases, the files of the projects do not reach the respective provinces and on top of it we don't know the contractors. There are several incomplete projects in Daikondi province and we don't know what to do," Daikondi Governor, Abdul Haq Shafaq said.

Meanwhile, limited authority and incompetencies of some Governors is another challenge.

In the last 12 years, development projects of the provinces were singed in Kabul without assessing the present condition of the provinces and this practice has now become a big challenge.
