Isaf Soldier Killed as Coalition Plans for Fourth Transition Phase

An Isaf soldier has been killed in the blast of an improvised explosive device in southern Afghanistan, Isaf said in a released statement Monday.

No further details were given of the location of the blast or the nationality of the soldier.

The death brings to 390 the number of foreign Nato coalition troops killed in Afghanistan this year.

Meanwhile, Isaf spokesman Brig. Gen. Gunter Katz on Monday said that the coalition is confident it can overcome challenges ahead of the security transition process together with the Afghan security Forces.

President Hamid Karzai is expected to announce the fourth phase of the five-tranche transition plan this month, previously said by government officials to be the toughest phase yet.

Speaking at a press conference in Kabul, Katz reiterated Isaf's message that the transition to an ever-improving Afghan security force will be complete by the end of 2014.

"Of course there are challenges ahead and that's why we continue to conduct partnered operations with our partners from the Afghan National Security Force, to together cope with those challenges and to make sure that by the end of 2014 transition will be completed," Katz said.

"We are absolutely sure that we will handle those challenges and that transition can be completed because we see a very capable Afghan National Security Force."

He added that in the areas controlled by the Afghan security forces, the level of violence has decreased and most fighting is outside of the main cities and communities.

"We can see that in those areas, districts, and provinces where the transition has already started - that means tranche one, two and three - we can clearly see that first of all the violence is going down and secondly the fights taking place in areas outside of the large cities and community and remote places that used to be safe havens," he said.

He also expects that this output should be carried to the next tranches of the security transition to the Afghan security forces.
