Presidential Candidate and former Jihadi leader Abdul Rab Rasoul Sayyaf said on Saturday that the release of Bagram prisoners must be based on the constitution and go through the necessary steps.

Sixty five prisoners were released from Bagram prison on Thursday by the Afghan government, a move denounced by U.S. officials who say the prisoners released are responsible for the deaths of both Afghans and Americans.

"Our constitution has steps for imprisonment, release and punishment, we will clearly act in the investigation process, trial process and even when deciding an order," Sayyaf said.

Sayyaf emphasized he will stand against those who killed women and children and also those who bombed schools, mosques and hospitals.

"My strictness has not decreased but it has in fact increased against people who have killed women and children. We will strictly take actions against them, and this strictness will continue against enemies of nation," said Sayyaf.

Some House of Representative members and civil society institutions have said that the release of Bagram prisoners had political motives. These activists say the government has violated the law by releasing these prisoners.

The release of 65 Bagram prisoners has raised anger and strong reactions of many inside and outside Afghanistan. But President Hamid Karzai has said that this decision was made by the Afghanistan Judicial system and Washington must not harass Judicial system of Afghanistan.

"Legal steps were not followed and this investigation was political and was a political decision. Our courts have three steps and these three steps should have been processed," parliamentarian Assadullah Saadati said.

Sayyaf fought against Soviet occupying forces in Afghanistan during the 1980s, and was generously financed, and apparently favoured, by Saudi Arabia.

During the jihad against the Soviet Union and its Afghan allies, he formed a close relationship with Osama bin Laden.

In 1981, Sayyaf formed and headed the Ittihad-i-Islami Baraye Azadi Afghanistan , or Islamic Union for the Liberation of Afghanistan.
