Election Materials Arrive in Kabul

The first loads of election materials, including ballots, arrived in Kabul from Dubai on Tuesday, the Independent Election Commission (IEC) said.

IEC officials said that about 20 percent of the materials arrived on Tuesday, and the remaining 80 percent would arrive on Wednesday.

The ballots themselves are not expected to be disseminated to the country's polling centers until just 20 days before the April 5 vote. Meanwhile, the transferring of "non-essential" materials has already been completed in five regional zones.

Reportedly, the materials all together include 14 million Presidential voting ballots, 14 million Provincial Council ballots,
result forms, voter lists and dyes.

IEC spokesman Noor Mohammad Noor said that election officials had established a schedule for the distribution of election materials from Kabul to the provincial capitals, and then on from there to the various districts.

"Additionally, I can say that we have set three rounds; the first round completes tomorrow, and in the second round, materials will be sent to the provinces," he said.

The IEC refused to show the materials recently arrived from Dubai in front of camera, and further said that essential materials like ballots would be kept hidden until election day.

With only 80 days remaining until the elections, the IEC said preparations were going according to schedule and that "non-essential" materials would be completely distributed to the remaining four regional zones within a week.
