Gulbuddin Hekmatyar's political party, Hizb-e-Islami, has welcomed Balkh governor and potential presidential contender Atta Mohammad Noor's comments that he could consider an alliance with the party.

"We welcome Balkh Governor's comments and his goodwill, but we haven't made a final decision to participate in the elections," Hizb-e-Islami spokesman Ghairat Bahir told TOLOnews in a phone interview.
"It is still too early for forming alliances," he added.

Bahir also commented on the ongoing debate about the new electoral law. His party does not accept the presence of the two foreigners in the seven-person Electoral Complaints Commission (ECC), but opposes a draft plan from the Council of Ministers to scrap the body altogether.

"The Electoral Complaints Commission should exist but without the two foreigners. The Commission is effective in addressing complaints," Bahir said.

Governor Atta Noor has also voiced support for the continued existence of the ECC. The Right and Justice Party joined the chorus of support Monday, adding that it sees the presence of the two foreigners in the body as important.

The Right and Justice Party also expressed its willingness to enter into a coalition with "any party that stands for the good of the country, be it Gulbuddin Hekmatyar's Hizb-e-Islami or the Taliban if they disarm."
