A number of residents in the Guzargah Noor district of Northern Baghlan province claimed that the District Intelligence Chief, Haji Abdul Haq asked his son and son-in-law to murder a 25 year-old man.
The killers tortured the victim before choking him to death. The incident happened two months ago.
The relatives of the victim have asked the Government to arrest and punish the murderers.
A number of residents including the relatives of the victim came to Kabul and said that the Intelligence Chief ordered his son and son-in-law to kill the man.
The relatives added that the murderers threw the body of the victim at a neighbour's house.
"District Intelligence Chief, Haji Abdul Haq's son and son-in-law ruthlessly killed him," Noor Mohammad, victim's uncle said.
Meanwhile, the neighbours of the victim raised concerns about receiving threats from the Intelligence Chief.
"The killers threw the body on the road and said, when you're arrested, do not reveal our names and we will bail you out from jail," the neighbour of the victim, Mohammad Nazar said.
"They did cruelty on us. We were in jail for one month. We have come here to raise our voice against the killers," Nur Jahan, a neighbour told TOLOnews.
The Intelligence Chief in a telephone conversation termed all the allegations as baseless.
"They know the murderers well and are wrongly accusing me. I did not kill the man," Haji Abdul Haq said.
The relatives of the victim added that the incident happened two months ago and the killers are still moving freely.
